Solar vs. Tortoise?

I recently blogged about the solar projects going up in the California desert.  Well, one question that I heard was, what happens to the plants and animals that live where these gigantic projects will do.  One company was recently covered by NPR answering that very question

In short, one company, BrightSource Energy is reportedly spending $40 Million on a large team of biologists to evaluate the area in preparation for this important development.  

Except for the tortoise, no other federal or state threatened or endangered animal or plant is reportedly on the site. In 1994, the federal government designated 6.4 million acres as “critical habitat” for the tortoise in California, Nevada, Arizona, and Utah.
