Historic preservation laws were designed to assist developments that preserved historic features.  However, when development is proposed for open spaces, local governments often try to stack the deck using these laws.  This article from Michigan Public Radio sheds some light on the issue on the west coast of the State, Saugatuck Dunes Declared Endangered, Developer Disagrees Should local governments be able to use a law designed to preserve through development to prevent development?
